Italian Carabinieri (IT CC) are independently placed within the Ministry of Defence, with the condition of Armed Force, and they are a police force with military status, having general police duty competence and in permanent charge of the public safety, with special prerogatives conferred by law. Italian Carabinieri are made up of different components – territorial, training, mobile and specialized – which are directed, coordinated and controlled by its General Headquarters.
The Territorial Organization represents the core of the Institution. It is made up of 5 Inter-Regional Commands, 19 Legion Commands, 102 Provincial Commands, and above 5000 Groups, Companies, Lieutenancies and Stations. This widespread distribution of the territorial units guarantees 24-hour intervention capability all over Italy both in the cities and in the countryside.
The Training Organization, which is responsible for the basic and specialized training of all personnel, is constantly involved in sourcing the best up-to-date learning methodologies in order to constantly adapt and review the curricula, with a particular focus on the respect of Human Rights in policing activities.
The Mobile and Specialized Organization is made up of departments dedicated to highly specialized tasks which are carried out both autonomously and in support of the territorial units. It reports to the Carabinieri Specialized and Mobile Unit Command “Palidoro”, which avails itself of the Mobile Unit Division, the Specialized Unit Division and Carabinieri Special Operations Group (R.O.S.). The Mobile Unit Division is specifically responsible for military tasks, public order and control of territory tasks in support of Territorial Organization as well as for the deployment of Carabinieri assets overseas in peace-keeping operations. The Specialist Units Division consists of highly qualified personnel working and reporting to the relevant Ministries, for the safeguard of socially sensitive issues such as public health, the environment, the safeguard of the cultural heritage, food and agriculture policies, currency counterfeiting and labour exploitation. The Carabinieri Special Operations Group (R.O.S.) is mainly responsible for dealing with organized crime and terrorism.
